Based in Budapest since 1995, the Budapest European Youth Centre (BEIK), is the only youth institute outside Strasbourg. The building of the Centre is provided to the organisation by the Hungarian state as a contribution, free of rent, on the basis of the Headquarters Agreement between Hungary and the Council of Europe. Under the agreement, Hungary also covers the costs of maintaining and running the building.
The Council of Europe is responsible for the operation of the Centre, which is a diplomatic area, and for the organisation and running of its programmes. The 25th anniversary of its foundation was also celebrated in 2020. Its main task is to implement the Council of Europe's youth programme.
